10 a.m. - 4 p.m. Sand Resources and Coastal Law: Short Course

Both registrants and non-registrants for the ASBPA conference are invited to attend the following course:

Course Description: A short course designed for beach managers, government and public officials, engineering consultants, resource agency representatives, developers, attorneys, and other interested parties. The course is designed to cover (i) an overview of coastal sediments and the geologic framework; (ii) regional tools and management; (iii) the basic laws governing the acquisition of legal rights to remove sand from state and federal waters; (iv) the basic state and federal laws regulating beach renourishment projects; (v) takings in the context of beach renourishment projects; and (vi) sand rights.

The demand for beach renourishment projects is increasing and is expected to continue that trend due to coastal storms, erosion, reduced sediment supplies, development pressures, and projected sea level rise. In addition, sand sources are becoming scarcer. Thus, it is important to understand not only how these projects are implemented, but the potential consequences of such projects, including insufficient resources to meet the demands of beach communities and legal causes of action that may arise as a result of such projects (i.e., takings). The goal of this course is to provide a more holistic approach to beach renourishment that will balance the needs of the natural dynamics of barrier island systems and the needs of beach communities, which will ultimately result in successful projects.
